History of NAPOLCOM:
The National Police Commission in the Philippines has a rich history, originating from the creation of the Police Commission (POLCOM) under Republic Act 4864, also known as the Police Act of 1966.
This legislative move aimed to enhance the efficiency of local police agencies and elevate the local police service to professional standards.
In 1972, a significant organizational restructuring led to the reformation of POLCOM into the National Police Commission, operating initially under the Office of the President.
However, in 1975, under the provisions of Presidential Decree 765, the National Police Commission was transferred to the Ministry of National Defense, a shift that aimed at integrating the police forces for better coordination.
The subsequent decade saw another transition in 1980 when Executive Order No. 1040 returned the NAPOLCOM to the Office of the President.
The pivotal year of 1990 marked the establishment of the Philippine National Police (PNP) under the Department of the Interior and Local Government (DILG) through Republic Act No. 6975, leading to the creation of a new National Police Commission within the DILG.
This restructuring was a response to the evolving needs of law enforcement and the establishment of a more streamlined organizational framework.
The late 1990s brought further legislative developments with the passage of Republic Act No. 8551 in 1998, commonly known as the ‘Philippine National Police Reform and Reorganization Act of 1998.’
This law significantly augmented NAPOLCOM’s authority over the PNP, empowering it to conduct police entrance examinations, investigate anomalies, and dismiss erring police officers summarily.
Amidst these legal amendments, the relationship between NAPOLCOM and the DILG evolved. Republic Act 8551, while carving National Police Commission out of the DILG organization, preserved its independence as the sole administrator and controller of the national police force, aligning with the constitutional mandate.
The Commission was granted various powers, including the development of policies, approval of plans, exercise of appellate jurisdiction, and the establishment of standards for arms, equipment, and uniforms.

Organizational Structure:
The organizational structure of NAPOLCOM is designed as a collegial body, consisting of an ex-officio chairperson, four regular Commissioners, and the PNP Chief as an ex-officio member.
The President designates one Commissioner as the vice-chairperson. The DILG Secretary holds the ex-officio chairperson role, with the vice-chairperson serving as the executive officer of the commission.
The Commission Proper, comprising the ex-officio chairperson and four Commissioners, functions as the governing body of NAPOLCOM. Additionally, the organization incorporates various staff services, each playing a crucial role:
- Planning and Research Service (PRS): Offers technical support in policy formulation, strategic planning, and program evaluation. Conducts in-depth research on social and economic factors impacting peace and order.
- Legal Affairs Service (LAS): Provides legal counsel, drafts contracts affecting the commission, and offers legal opinions related to the administration of the PNP and the commission.
- Crime Prevention and Coordination Service (CPCS): Undertakes criminological research, formulates crime prevention plans, and directs crime prevention publications.
- Personnel and Administrative Service (PAS): Manages personnel functions, administers examinations for policemen, and oversees records, correspondence, supplies, and employee welfare.
- Inspection, Monitoring and Investigation Service (IMIS): Conducts continuous inspection and management audits of PNP personnel and operations, monitors program implementation, and investigates police anomalies.
- Installations and Logistics Service (ILS): Reviews plans, formulates policies on acquisitions, inventory, and oversees transportation facilities and installations.
- Financial Service (FS): Provides staff advice on budgetary and financial matters, overseeing fund processing for the scholarship program and support for surviving children of PNP personnel.
