- Enrolled in any first undergraduate degree programs in SUCS, LUCs, or Private Higher Education Institutions included in the CHED Registry
- Must not exceed the prescribed program; and
- Not a beneficiary of TES, CHED Scholarship Programs (CSPs), and other national government-funded StuFAPs
Requirements
New Applicants:
- Tulong Dunong Program-Tertiary Education Subsidy Application Form
- Certified True Copy/ Electronically Generated Certificate of Enrolment (COE) o Certificate of Registration (COR) na nag-papakita ng bilang ng units bilang patunay ng pag-enrol.
- Certificate of Indigency as proof of income signed by the Punong Barangay where the applicant lives.
Continuing as Beneficiary:
- Certified True Copy/ Electronically Generated Certificate of Enrollment (COE) o Certificate of Registration (COR) na nag-papakita ng bilang ng units bilang patunay ng pag-enrol.
- Certified True Copy of Leave of Absence (LOA) that is submitted to the HEI for students returning after not enrolling for one semester within an academic year (if any).
Benefits
Grantees or student grantees are eligible for a grant of fifteen thousand pesos – Php 15,000 per academic year to help with the expenses of their tertiary education.
This includes school expenses or tuition fees as well as a living allowance.
Tertiary Education Subsidy
The Tertiary Education Subsidy is a scholarship program that provides financial assistance to students enrolled in a CHED-recognized higher education institution and belongs to a household with a combined annual gross income not exceeding Php 300,000.
The student must also be a beneficiary of the government’s Pantawid Pamilyang Pilipino Program or a solo parent.
Qualifications
- Filipino citizen
- Enrolled undergraduate students in SUCS, LUCS, and Private HEIs and programs in the CHED registry and
- Does not exceed the set period of the program (there are only four or five plus a one-year grace period)
Requirements

- Photocopy of Person with Disability ID (if applicable)
Benefits
New Beneficiaries:
- PHP 40,000 per academic year or PHP 20,000 per semester to SUCS and LUCS student beneficiaries.
- Additional PHP 10,000 per year or PHP 5,000 per semester for persons with disabilities (PWD)
- A one-time reimbursement of PHP 8,000 for those who have board/licensure examinations.
Continuing as Beneficiary:
- PHP 20,000 per academic year or PHP 10,000 per semester in public and private higher education institutions.
- PHP 60,000 per academic year or PHP 30,000 per semester to beneficiary students of private higher education institutions.
- Additional PHP 10,000 per year or PHP 5,000 per semester for persons with disabilities (Person with Disability or PWD)
