The Civil Service Commission (CSC) has officially announced the schedule and application period for the 2026 Fire Officer Examination.

Fire Officer Exam Qualifications

All applicants MUST STRICTLY MEET the following qualification requirements:

  • Must be a Filipino citizen;
  • Must be 21 to 35 years old on the date/time of filing of application;
  • Must be of good moral character;
  • Must be mentally and physically fit;
  • Must not have been convicted by final judgment of an offense or crime involving moral
    turpitude, or of disgraceful or immoral conduct, dishonesty, examination irregularity,
    drunkenness, or addiction to drugs;
  • Must not have been dishonorably discharged from military service or dismissed for cause
    from any civilian positions in the government; and
  • Must possess a baccalaureate degree from a recognized institution of learning.

Please take note of the following reminders:

  • Age Requirement Compliance
    • Applicants who are allowed to file their application but are later found not meeting the age requirement before the examination day will be disqualified from taking the exam, and the examination fee will be forfeited.
    • If an applicant is able to take the exam but is later found non-compliant with the age requirement, the examination results will be cancelled.
  • Age Requirement Waiver
    • The age requirement may be waived for:
      • Incumbent employees of the Bureau of Fire Protection (BFP)
      • Former BFP employees, provided their applications are endorsed by the BFP and they meet the minimum service requirement under existing laws.
  • Qualifications for Examination Only
    • The stated qualifications only apply to taking the examination.
    • These do not automatically qualify an applicant for appointment to fire officer positions, which may require additional requirements such as the height requirement under RA No. 11549.
  • Application Approval
    • Approval of applications may be revoked at any time if an applicant is later found disqualified.
    • In such cases, the examination fee paid will be forfeited.
  • Dual Citizenship Applicants
    • Applicants with dual citizenship under RA No. 9225 (Citizenship Retention and Re-acquisition Act of 2003) may apply and take the examination, provided they present the required documents and meet all other admission and application requirements.
  • Applicants with Pending Cases
    • Applicants with pending administrative or criminal cases may take the examination and may be granted eligibility if they pass.
    • However, if they are later found guilty, their eligibility may be cancelled in accordance with existing Civil Service laws and rules.

The following individuals may opt not to take the examination anymore:

  • Career Service Professional Eligibility;
  • Career Foreign Service Officer Eligibility;
  • RA 1080 Eligibility (Bar, Board exams);
  • Honor Graduate Eligibility under P.D. 907;
  • Scientific and Technological Specialist Eligibility under P.D. 997;
  • Sanggunian Member Eligibility (2nd Level) under R.A. No. 10156;
  • Foreign School Honor Graduate Eligibility under CSC Resolution No. 1302714;
  • Veteran Preference Rating Eligibility (Professional) under E.O. No. 132, s. 1948 and E.O. No. 790, s. 1982; or
  • Career Service Eligibility-Preference Rating (Professional) under CSC Resolution Nos. 2301123 dated 07 December 2023, and 2500164 dated 30 January 2025.

Fire Officer Exam Requirements

Below are the requirements for the 2026 Fire Officer Exam (FOE):

1. Application Form

  • Fully accomplished Application Form (CS Form No. 100, Revised 2023-Fire Officer Examination).

2. ID Pictures

Four (4) pieces of identical I.D. pictures with the following specifications:

  • Philippine passport size (4.5 cm × 3.5 cm or 1.8 inches × 1.4 inches)
  • Colored photo with white background
  • Taken within three (3) months prior to filing the application
  • Printed on good-quality photo paper (photo should not peel off)
  • Standard close-up shot (from shoulder level up, with the head and face occupying at least 80% of the picture, and the name tag positioned about 1 inch or 2.54 cm below the chin)
  • Bare face (no eyeglasses, colored contact lenses, headdress, bandana, or accessories that may cover facial features; facial features must not be computer enhanced)
  • Both left and right ears visible
    • Note: Muslim women applicants wearing head covering should show their forehead and both ears, but they are not required to remove their head covering completely.
  • Full-face view, directly facing the camera
  • Neutral facial expression with both eyes open
  • With HAND-HELD name tag clearly showing a HANDWRITTEN (not computer-generated) signature over the printed full name, which includes: Given Name/s, Middle Initial (if any), Last Name, and Extension Name (if any)

3. Valid IDs

Original and photocopy of any of the following accepted I.D. cards for Civil Service exams:

  • Driver’s License Card / Temporary Driver’s License (LTO O.R. must be presented together with old Driver’s License; O.R. alone is not allowed) / Student Driver’s Permit;
  • Passport;
  • PRC License Card;
  • SSS I.D. Card;
  • GSIS I.D. Card (UMID);
  • Voter’s I.D. Card / Voter’s Certification;
  • BIR/Taxpayer’s I.D. Card (ATM type / TIN card type with picture);
  • PhilHealth I.D. Card (must have the bearer’s name, clear picture, signature, and PhilHealth number);
  • Company/Office I.D. Card;
  • School I.D. Card;
  • Police Clearance / Police Clearance Certificate (with picture);
  • Postal I.D. Card;
  • Barangay I.D. Card;
  • NBI Clearance;
  • Seaman’s Book;
  • HDMF Transaction I.D. Card;
  • PWD I.D. Card;
  • Solo Parent I.D. Card;
  • Senior Citizen’s I.D. Card;
  • CSC Eligibility Card; or
  • Philippine Identification (PhilID) Card.

4. Examination Fee

The exam fee is seven hundred pesos (Php 700.00).

5. Additional Requirements (If Applicable)

Below are the additional requirements, if applicable:

  1. Original and photocopy of Birth Certificate issued by the Philippine Statistics Authority (PSA) or the Local Civil Registry (for applicants whose date of birth is not indicated on their I.D. card/s).
  2. Original and photocopy of Identification Certificate (IC) issued by the Bureau of Immigration (for applicants with dual citizenship under R.A. 9225 and applicants recognized as Filipino citizens under Section 1, Article IV of the 1987 Philippine Constitution).
  3. Certification of Employment issued by the authorized BFP official (for incumbent BFP employees availing of the waiver of the age requirement).
  4. Application Endorsement issued by the authorized BFP official, stating that the applicant meets the minimum service requirement under existing laws (for former BFP employees availing of the waiver of the age requirement).

Fire Officer Exam Passing Grade

The FOE exam has 160 items, 150 for the test proper and 10 items for Examinee Descriptive Questions (EDQ) about the personal data of examinees.

The exams will start from 8:00 AM to 11:05 AM or take 3 hours and 5 minutes.

The Commission advises the applicant to come to the examination center one hour before the test proper.

The examinee shall obtain an 80.00% general rating to pass the examination.

Fire Officer Exam Eligibility

  • If the examinee passes the Fire Officer Exams, the Civil Service Commission will confer the Fire Officer Eligibility to the passer.
  • The second-level eligibility is specific and appropriate for appointment to second-level ranks in the fire protection service and functionally related positions only, except for ranks under the Philippine National Police.
  • The Fire Officer Eligibility is NOT comparable to the Career Service Professional or Subprofessional Eligibility.

Examination Day Guidelines

  1. No ID, No Exam: Bring your ID card or document. You need it to take the exam.
  2. Arrival Time: Be at the testing venue by 6:30 AM.
  3. Proper Attire:
    • Wear appropriate clothing. White T-shirts or tops are preferred.
    • Avoid:
      • Sleeveless shirts/blouses
      • Shorts or short pants
      • Tokong pants
      • Ripped jeans
      • Slippers
  4. Prohibited Items (Do not bring the following):
    • Cellular phones
    • Gadgets or smart devices
    • Smartwatches
    • Pens or glasses with built-in cameras
    • Books or printed materials
  5. Test Booklet Rules: You cannot take the test booklet outside the examination room.
