The National Police Commission (NAPOLCOM) issued Memorandum Circular No. 2018-002, dated November 8, 2018, which prescribes the guidelines for the processing of lateral entry applications for line and technical positions in the Philippine National Police (PNP).

One of the salient provisions of the NAPOLCOM policy is the prescribed general qualification for Line Service Officers who perform essential and purely police functions, such as law enforcement, crime prevention and investigation, intelligence, internal security operations, and related administrative work. The position now requires a licensed Criminologist or other professions that may be determined by law.

PNP applicants should have a rank of at least Police Officer III (PO3), meet the general qualifications on the day of the Written Competitive Examination (WCE), and must have passed the two recent Physical Fitness Test (PFT).

On the other hand, Technical Service Officers are those who were commissioned to the PNP through lateral entry by virtue of their special technical skills and competencies, such as Dentist, Optometrist, Nurse, Engineer, Criminologist, Graduate of Forensic Sciences, Doctor of Medicine, Member of the Philippine Bar, Chaplain, Information Technologist, Pilot, Psychologist or other profession falling under the same classification as determined and recommended by the PNP Chief and approved by the NAPOLCOM.

Aside from the PNP non-uniformed personnel (NUP) and civilian applicants, PNP personnel with the rank of Police Officer I (PO1) with at least three years of police service who meet the general qualifications on the day of the WCE and who have passed the two recent PFT may also apply.

Qualified police personnel shall be considered for both line and technical service positions while NUP and civilian applicants shall only be considered for technical service positions.

The maximum age for NUP and PNP applicants is 46 years old. On the other hand, civilian applicants must not be more than 30 years old and must be at least 1.62 meters in height for males and 1.57 meters in height for females.

Successful applicants will be appointed with the rank of POLICE LIEUTENANT (PLT) (with a basic salary of Php 49,528) and POLICE CAPTAIN (PSPT) (with a basic salary of Php 56,582) plus other incentives.

  11. Latest two (2) consecutive periods of PFT, IPER, ITR, and SALN
  12. Affidavit of Undertaking of Non-Pending Case

  7. Diploma/Transcript of Records (authenticated copy)
  8. Related Training Required by the Technical Units concerned
  9. The undertaking of Non-Pending Case (if presently employed)

Important Note:

  • “IN-SERVICE” means those applicants who are already employed with the Philippine National Police. These include, but are not limited to, Non-Uniformed Personnel (NUP) and those who are already members of the Philippine National Police.
  • Documentary Requirements shall be submitted to RMDU BAR for initial checking of folders.
  • Documentary Requirements shall be submitted to HS Admin, Camp Crame, Quezon City either personally or by private courier.
