About CFO

The Commission on Filipinos Overseas (CFO) is an agency under the Office of the President of the Philippines. Its main objective is to promote and protect the rights and welfare of Filipinos residing or working abroad. Established in 1980, the CFO aims to strengthen the ties between overseas Filipinos and their home country, fostering a sense of national identity and promoting their active involvement in Philippine development.

To fulfill its mandate, the CFO offers an array of comprehensive programs and services. One notable initiative is the Pre-Departure Orientation Seminar (PDOS), which is mandatory for departing Filipino emigrants and overseas Filipino workers (OFWs). This seminar equips individuals with essential knowledge about their rights, obligations, and the cultural adjustments they may encounter in their destination countries.

Guidance and counseling services are also integral to the CFO’s efforts. These services provide prospective migrants and their families with valuable information on migration options, employment guidelines, and settlement concerns. By empowering individuals to make informed decisions, the CFO ensures a smoother transition and enhanced well-being for Filipinos embarking on a journey abroad.

The CFO maintains a robust registration and database system that serves as a comprehensive record of overseas Filipinos. This data plays a crucial role in policy development and planning, enabling the government to formulate effective strategies and support mechanisms for overseas Filipinos based on their specific needs.

Upon the return of Filipinos from abroad, the CFO offers reintegration and development assistance programs. These initiatives encompass a range of services, including livelihood and entrepreneurship training, financial literacy programs, and grants for small business start-ups. By facilitating successful reintegration into Philippine society, the CFO aims to maximize the potential and contributions of returning Filipinos, empowering them to thrive and contribute to the nation’s progress.

Research and advocacy are vital components of the CFO’s work. The agency conducts in-depth studies and research on migration and diaspora issues, generating valuable insights that inform policy recommendations. Through active advocacy efforts, the CFO collaborates with government agencies, non-governmental organizations (NGOs), and international partners to protect the rights and empower overseas Filipinos, ensuring their well-being and inclusion.

The CFO operates through its main office in Manila, Philippines, while also establishing satellite offices and centers in major cities. Additionally, in collaboration with host countries, the CFO establishes Global Filipino Centers (GFCs). These centers serve as one-stop shops for Filipinos abroad, providing tailored information, services, and assistance, all with the goal of catering to the unique needs of overseas Filipinos.

The CFO’s leadership rests with the Chairperson, who is appointed by the President of the Philippines. Supporting the Chairperson is a dedicated Board of Commissioners comprising representatives from government agencies, civil society organizations, and overseas Filipino communities. The CFO operates under the direct supervision of the Office of the President, ensuring efficient coordination and implementation of its programs and initiatives to achieve its overarching mission.
