The Department of Health (DOH) is the principal health agency in the Philippines. It is responsible for ensuring access to basic public health services to all Filipinos through the provision of quality health care and regulation of providers of health goods and services.
VSMMC (VICENTE SOTTO MEMORIAL MEDICAL CENTER) is a general tertiary medical center teaching training medical facility owned by the Philippine Government. It aims to provide health care services that are available, affordable, accessible and acceptable to all regardless of social status. Its operation started as early as 1911 known as Hospital del Sur and was formally established on April 11, 1913, and through Act 2725 that it granted its legal status on January 12, 1913. The name was then changed to Southern Islands Hospital with only 30 beds at its inception.
On June 1, 1992, RA 7588 was approved increasing the bed capacity of VSMMC from 150 beds to 400 beds. On June 22, 1998 Republic Act No. 8658 was approved increasing the bed capacity of VSMMC from 400 to 800 beds. On April 26, 2016, under Republic Act No. 10770 increasing the bed capacity of VSMMC from 800 to 1200 bed capacity and appropriating funds therefor.
Presently, the VSMMC is implementing its new direction with the development of Specialty and Sub-specialties under the different clinical departments. These Specialty and Subspecialties include the General Surgery, Neuro Surgery, Uro-Surgery, Internal Medicine, Obstetrics Gynecology, Orthopedics, Otorhinolaryngology, Ophthalmology, Anesthesiology, Pathology, Psychiatry, Radiology, Plastic and Reconstructive Surgery, Emergency Medicine (which is the first of its kind outside Metro Manila); Family Medicine and Pediatrics, Rehabilitation Medicine Department, Dental Services Unit and the National Voluntary Blood Services Program.

The VSMMC shall provide a tertiary level of promotive, curative, preventive, rehabilitative health care services and research. It shall be fully equipped with state of the art equipment and facilities, complemented by adequately trained and competent health human resources as appropriate for a licensed and accredited Level 3 health care facility. The increase in bed capacity shall be consistent with the Hospital Development Plan of VSMMC. Furthermore, the VSMMC shall strengthen its existing services and aim for the improvement of its service capability and capacity while continually serving as a referral hospital, complementing the services of local government health care facilities in the province and the region.
History
Vicente Sotto Memorial Medical Center (VSMMC) is a public general and tertiary medical center, as well as a teaching/training medical facility. It is located at B. Rodriguez Street, Sambag I, Cebu City. The original name of VSMM was Hospital del Sur, then it changed to Southern Islands Hospital. Though the hospital started operating in 1911, it was not formally established until 1913. With only 30 beds at the beginning, it already had 350 beds when it was leveled up to a medical center in 1984. On May 21, 1992, the name was changed in honor of Senator Vicente Sotto. As a fulfillment of the institution’s goal to expand and improve its services, VSMM was authorized to operate up to 800 beds on June 22, 1998 through the Republic Act 8658.
