About DOST S&T Undergraduate Scholarship Program 2024
The DOST S&T Undergraduate Scholarship Program is designed to help Filipino students who want to study Science, Technology, Engineering, and Mathematics (STEM) courses in college. Its goals are:
- Supporting talented students in science and tech.
- Encouraging more students to take STEM courses by providing financial aid, helping build a skilled workforce for the country.
Who can apply?
Before you apply for the DOST S&T Undergraduate Scholarship Program, make sure you meet the following requirements:
- Graduating Grade 12 students in SY 2024-2025:
- STEM Strand: All students in the STEM class.
- Non-STEM Strand: Must be in the top 5% of the graduating class.
- Grade 12 graduates before SY 2024-2025 (not yet enrolled in college):
- STEM Strand: All students in the STEM class.
- Non-STEM Strand: Must be in the top 5% of the graduating class.
- High school graduates before the K-12 program: Must be in the top 5% of their class.
Additional requirements:
- Must be a natural-born Filipino citizen.
- Must have good moral character and good health.
- May have applied to the DOST-SEI Undergraduate Scholarship but did not qualify; OR may have qualified for the DOST-SEI Undergraduate Scholarship but did not avail of the award; OR have not applied to any DOST-SEI Undergraduate Scholarship Program.
- Must NOT have earned any post-secondary (college or vocational) units.

Application Process
This section provides all the improtant information for applying to the DOST S&T Undergraduate Scholarship, including requirements, deadlines, and how to file your application.
1. Understand Important Details Before Applying
The following important details are about valid email addresses, working mobile numbers, security of access credentials, avoiding multiple accounts, and having a stable internet connection before applying.
Valid Email Addresses
You will need a valid email address to log in to your application account and to receive notifications about your application status and results.
Please check and double check that you enter the correct email address.
- Please make sure that the email address you use to register when filing your application has not been compromised in a data breach. Click here to verify.
- To ensure security of your data, you are encouraged to use secured e-mail accounts preferably one that has two-step verification.
- You will be advised on the status of your application and other announcements relative to your application through the email account that you use during registration.
- Submit an alternate email address so that if our initial attempt to contact you via your registered email address fails, we can contact you via your alternate email.
- Ensure that the inbox of the email you will register is not full to receive important notification regarding your scholarship application.
- DO NOT use your school email address because at some point of the process, you may no longer have access to it and will not be able to receive advisory/notification from us.

Working Mobile Number/s
- Please provide a working mobile number by which you can be contacted should there be a need to, relative to your application.
Security of Access Credentials
- You will be assigned an Application ID. This, with pertinent personal data, shall serve as your access credential to the DOST-SEI Undergraduate Scholarship E-Application System. Please keep your access credentials secure.
No to Multiple Accounts!
- Do not create multiple accounts. These will cause delay in accessing your application form.
Stable Internet Connection
- When you are ready with all the information you need to fill out your E-Application and the documents that needed to be uploaded, make sure you have a stable internet connection.
2. Prepare Requirements
The following are the documents to prepare prior to filing your DOST-SEI Undergraduate Scholarships Application, along with special instructions for each form you can download by clicking the button.
Document 1: Form C – Certificate of Good Moral Character
Document 2: Form D – Certification of Good Health
Document 3: Form E – Principal’s Certification
- Form E1 – Applicant who is a Grade 12 Graduating/Graduated student in the STEM strand
- Form E2 – Applicant who is a Grade 12 Graduating/Graduated student in the NON-STEM strand and belongs to the upper 5% of the class
- Form E3 – Applicant who is attending homeschool
- Form E4 – Applicant who is under the Alternative Learning System
- Form E5 – Applicant who graduated in High School before the K-12 program and belongs to the upper 5% of the graduating class
Document 4: Form F – Certificate of Residency
Document 5: Form G – Parent’s Certification
- Applicant has no pending immigration application to another country
Document 6: Form H – DOST-SEI Scholarship Examination/Award
Document 7: Form I – Applicant’s Certification of No Post-Secondary Units
Document 8: Form J – Signed Declaration of Applicant and the Parent/Legal Guardian
Special Instruction for Form C to Form J:
Failure to accomplish the forms properly may result to your disqualification to take the scholarship examination and a chance to become a DOST-SEI scholar.
Be mindful.
- Print each form in a size A4 bond paper.
- Have these forms accomplished by the proper authorities/ officials/ persons as indicated in each form.
- Make sure that each form is signed.
- If you will submit a different document other than the prescribed form, make sure that the document contains the pertinent information in each scholarship application form. The absence of important information, i.e., total number of graduating students in Form E2, years of residency in Form F, etc., may cause your disqualification from a chance at the scholarship.
- Scan or take picture of each accomplished form and save file.
- Name each file: (Surname-Form __) when saving it.
- Submit each form using the Upload Module in the E-Application System. Make sure that you upload the correct file in its corresponding upload field as submitting incorrect document will result to your disqualification from a chance at the scholarship.
- Ensure that the files you upload are correct, complete, and viewable in the system. Use the preview button in the system to do this. Files that are unviewable will be considered as a corrupted file and will cause your disqualification from a chance at the scholarship.
Document 9: Applicant’s passport-size picture
- Special Instruction:
- Passport-size picture (4.5 cm x 3.5 cm or 1.8 inches x 1.4 inches)
- Must show face of the Applicant, 80% of the picture
- Must be colored, with white background
- With the name tag position at approximately 1 inch or 2.54 cm below the chin): Full name, handwritten- First Name, Middle Initial, Last Name, and Extension Name, if any (e.g. JUAN C. DELA CRUZ, JR.), and signature over printed name
- Taken within the last three (3) months prior to filing of application
Document 10: Birth Certificate
- Special Instruction:
- Readable copy. May be issued by the PSA, NSO or the Municipal Registry Office.
- If the document that will be submitted is Birth Certificate issued by other country, it must be supplemented by a Certificate of Re-acquisition/Retention of Philippine Citizenship
Document 11: Proof of Income
Parent/s or Legal Guardian’s or Spouse’s 2023 Income Tax Return / BIR Form 1701 / Employment Contract for OFW / BIR Certificate of Exemption from Filing of ITR / Certificate of Indigency / Certificate of Employment with Compensation / Proof of Pension
- Special Instruction:
- Clear, signed copy.
- Annual Gross Income must be clearly indicated in the document.
- The particular document depends on the parent’s class of worker.
Document 12: Notarized Affidavit of Guardianship
- Special Instruction:
- Must be submitted if the applicant is being supported by a guardian other than the parents
- Must also be submitted if Forms G, H, I, and J will be signed by a person identified as NOT the applicant’s parent/spouse
Document 13: Marriage Certificate
- Special Instruction:
- Must be submitted if the applicant is married
- If the applicant is not married, DO NOT upload your parent’s marriage certificate.
Important information you should know before filing your E-Application:
- Father’s Annual Gross Income
- Mother’s Annual Gross Income
- Spouse’s Annual Gross Income (if applicable)
- If Legal Guardian is supporting Applicant, Legal Guardian’s Annual Gross Income
- If family receives contribution from outside source: the giver, the amount of the contribution and the purpose of the contribution
- If family owns agricultural land: how many hectares
- If family owns vehicle: type, year and model
- Type: Ex. tricycle, passenger jeep, owner jeep, car, van
- Year and Model: Ex. 2023 Toyota Revo
3. Complete the Undergraduate E-Application
Follow these clear step-by-step guides to fill out the DOST-SEI Undergraduate Scholarship E-Application. Careful attention to each step will help ensure your application is accurate and complete.
Step 1: Prepare Your Documents
Gather all the required documents. Make sure they are fully filled out completely and either scanned or clearly photographed.
Step 2: Register with Your Email
Use a valid email address to register. You’ll get an email to verify your account.

Step 3: Log In if Already Have an Account
If you already have an account, log in to access your application.

Step 4: Complete Eligibility Assessment
Click the link in the verification email and answer the questions in the Eligibility Module. If you are not eligible, you will receive a Notice of Disqualification in your email.
Step 5: Fill Out Your Application
If you are eligible, fill and complete in the following sections:
- Student Information Questionnaire
- Personal Data
- Contact Information
- Family Data
- Financial Contribution
- Household Information Questionnaire
- School Information
Step 6: Upload Your Documents
- Upload your documents in .jpeg, .png, .bmp, or .pdf format. Each file can be up to 5MB. (The system accepts .jpeg, .png, .bmp, and .pdf file types only)
- If you have multiple pages (like proof of income), upload them as separate files.
- After uploading, you can preview your files to check if they are correct.
- If you need to change an incorrect file or incomplete files, you need to repeat the uploading process and upload the correct and complete files to overwrite the previously uploaded document/s.
Step 7: Review and Submit
Check that all information is correct and complete before clicking the SUBMIT button. Once submitted, you cannot make any changes.
Step 8: Select Your Test Center Location
Only successful applicants can choose a test center location. Think carefully, as this cannot be changed after submission.
Step 9: Receive Your Test Permit
The exam will be on April 5-6, 2025. If you qualify, you will receive a Test Permit with details about your test center and the date sent to your email in January 2025.
Step 10: Check Scholarship Results
In June 2025, visit the SEI website to check if you qualify for the scholarship. If qualified, you’ll receive a Notice of Award via email.
Step 11: Accept the Scholarship
To accept the scholarship, you must attend an orientation and sign the Scholarship Agreement to become a DOST-SEI scholar. The scholarship starts in the First Semester of AY 2025-2026.
