What is Congressional Migrant Workers Scholarship Program (CMWSP)?
The Congressional Migrant Workers Scholarship Program (CMWSP) is a scholarship program extended to deserving migrant workers and/or their immediate descendants who intend to pursue courses in the priority fields in Science and Technology.
The scholarship provides up to Php60,000.00 per school year and can be used for up to five years to pay for a bachelor’s degree at any college or university in the Philippines.
The funding for this program comes from the PCSO and is maintained in a separate account by the OWWA Secretariat.
General Qualifications
Education for Development Scholarship Program (EDSP) Qualifications
- Child of an active OWWA member or Sibling of a single or married but childless active OWWA member
- Incoming 1st Year College
- Single
- Not more than 21 years old
- Grade 12 graduating student
- GWA of 80% or its equivalent
- 2nd to 5th Year College
- Single
- Not more than 30 years old
- With GWA not lower than 85% or its equivalent
- Must have no failing grades
- Must be enrolled in a Philippine-based college/university
- Must submit academic of grade 11 in ANY of the following official documentary form:
- Form 137;
- Form 138; or
- Transcript of records
Congressional Migrant Workers Scholarship Program (CMWSP) Qualifications
- Deserving Migrant Workers (active OFWs) who are not more than 45 years old
- Children of active or inactive OFWs who are below 21 years old
- GWA of 80% without failing grades or within 20% of graduating class for children of ofw and no failing grades if ofw
- Annual Family gross income of $2,400.00 or P76,000.00
- The Alternative Learning System passers under the Continuing Education Program – Accreditation and Equivalency (A&E) with an average of at least 85%or its equivalent as certified the DepEd Accredited Schools.

- Applicant’s Valid I.D. (government or school-issued I.D.)
- Proof of Grades (Grade 11) i.e. Form 137 / Transcript of Records (TOR), Form 138, or Certificate of Grades

- Birth Certificate from the Philippine Statistics Authority (PSA) / Local Civil Registrar (LCR)
- Certificate of No Marriage (CENOMAR) (For Single OFW whose dependent/applicant is the sibling)
- OFW Declaration of No Child Dependent (For Married OFW but childless)
- Congressional Migrant Workers Scholarship Program (CMWSP) Benefits
- The OFW Passport I.D.
- 2×2 ID pictures
- Birth Certificate authenticated by the Philippine Statistics Authority (PSA) / Local Civil Registrar (LCR)
- Form 137/ Certified true copy of Form 138/ Transcript of Records (TOR)
- Any Proof of Family Income i.e. (Income Tax Return, Pay Slip, Overseas Employment Contract (OEC), and others as applicable
