What is the Salary Grade?

Salary grade (SG) is a numerical system used to determine the monthly income of government employees.

It assigns a specific number to each grade, ranging from 1 to 33, with 33 being the highest pay grade attainable.

The salary grade assigned to a government position is based on the difficulty level and the range of responsibilities associated with that position.

Higher numbers indicate more complex roles with broader scopes of responsibility.

Consequently, individuals in higher salary grades receive higher salaries than those in lower grades.

What is the Philippine Salary Grade System?

The Philippine Salary Grade System is a classification and compensation system implemented by the government to determine the salary of civil servants.

It classifies government positions into various salary grades, each corresponding to a specific range of salary rates.

The system considers job responsibilities, educational attainment, and years of experience to determine the appropriate salary grade for each position.

The rates in the above-updated Salary Schedule represent the monthly remuneration for regular or contractual personnel, whether appointive or elective, working full-time. The remuneration for those working part-time shall be proportionate to the actual services rendered.

The daily wage for casual personnel shall be computed by dividing the corresponding monthly salary rate in the above Schedule by twenty-two (22) working days.

What is the Salary Step?

Salary grades are different pay levels at a job, and most of them have a bunch of steps that go up, showing how much an employee gets paid as they spend more time in that job.

But this one grade, SG 33, is a bit different. It only has two steps. These steps match how long someone has worked in that particular job and determine how much they earn as their salary.

When the government first hires someone, no matter how much they are paid, everyone starts at “Step 1,” which is the lowest pay level.

Then, every three years, they work well in their current job, move to the next “Step,” and get paid more. This keeps happening until they reach the highest pay level for their position.

When government employees do a great job at work, they get a raise in their pay. This happens every three years until they reach the highest pay level, “Step 8“.

They don’t have to switch to a different pay level to get these raises – they can stay in the same category as long as they keep performing well.

Who is Eligible for the Salary Increase?

The updated Salary Schedule authorized herein shall apply to all civilian government personnel in the Executive, Legislative, and Judicial Branches; Constitutional Commissions and other Constitutional Offices; Government- Owned or -Controlled Corporations (GOCCS) not covered by RA No. 10149 or the “GOCC Governance Act of 2011,” and EO No. 150 (s. 2021); and local government units (LGUS), regardless of appointment status, whether regular, contractual or casual, appointive or elective, and on full-time or part-time basis.

The salary increase authorized herein shall not apply to individuals whose services are engaged through job orders, contracts of service, consultancy, or service contracts with no employer-employee relationship, as well as GOCCS covered by a separate CPCS established by the Governance Commission for GOCCS (GCG) and approved by the President.
