History of the BLGF:

The roots of the agency traces back to its initial establishment as an organizational unit within the Provincial and Municipal Finance Division of the Department of Finance

This phase marked the nascent stage of the agency, where it operated as an integral part of the larger financial structure at the provincial and municipal levels.

Martial Law Reorganization (1972):

The pivotal moment in the evolution of the agency occurred in 1972 with the declaration of Martial Law and the subsequent enactment of Presidential Decree No. 1. 

This legislative move triggered a comprehensive reorganization and administrative reform across government entities. 

In this context, the Bureau, previously a unit, underwent a restructuring process, emerging as the Local Government Finance Service. 

This new framework introduced two distinct divisions – the Local Treasury Operations Division and the Real Property Tax Assessment Division.

Establishment of Local Tax Ordinance Advisory Board (1974):

In 1974, Presidential Decree No. 509 introduced the Local Tax Ordinance Advisory Board, reflecting a responsive approach to the evolving needs of local governance. 

Comprising 15 positions, this board became an essential component of the Local Government Service, providing crucial support to the Secretary of Finance. 

Its functions included reviewing new and revised ordinances, handling taxpayer complaints, and offering advice on the proper interpretation of codal provisions.

Creation of the Office of the Local Government Finance (1977):

The year 1977 witnessed another significant development with the enactment of Presidential Decree No. 1266. 

This decree aimed to enhance the coordination and monitoring of national and local fiscal plans and programs at the local levels. 

Consequently, the Local Government Finance Service underwent further restructuring, evolving into the Office of the Local Government Finance. 

This transformation empowered the Office with direct supervision over regional and local offices, fostering more effective implementation mechanisms.

Transfer of Real Property Tax Administration (1982):

Executive Order 766, issued in 1982, marked a strategic realignment in the administrative landscape by transferring the supervision of the Real Property Tax Administration (RPTA) Program. 

The move, from the Ministry of Local Government and Community Development to the Ministry of Finance, was grounded in comprehensive evaluations and consensus-building among agencies directly involved in the RPTA Project.

Creation of Local Finance Projects Management Division:

Responding to the expanding scope of Real Property Tax Administration (RPTA) projects, a pivotal step was taken to establish the Local Finance Projects Management Division under the Bureau. 

This division was mandated to not only implement but also supervise the implementation of all foreign-assisted projects administered by the Office.

It served as a specialized unit dedicated to the effective execution of diverse projects.

Department of Finance Reorganization (1987):

The political and economic changes following the 1986 February revolution necessitated a broader reorganization of the Department of Finance.

On January 30, 1987, under Executive Order No. 127, the Office of the Local Government Finance was elevated to the status of a Bureau. 

This elevation was accompanied by the appointment of an Executive Director and two Deputy Directors, marking a new phase in the Bureau’s commitment to supporting expanded national development objectives.

Administrative Code of 1987:

The Administrative Code of 1987, issued on July 25, played a significant role in institutionalizing the organizational structure. 

This code specified that Regional Offices of each operating Bureau under the Department of Finance should fall under the technical supervision and control of the head of the Bureau to which they belong, providing a clear framework for coordination and oversight.

Current Organizational Structure and Functions:

In the contemporary landscape, the agency operates with a comprehensive organizational structure, featuring units such as the Internal Administration Office, Local Finance Policy Enforcement Service, Intelligence and Investigation Office, Field Operations Examination Group, and Special Projects Management Service.

Additionally, the Bureau oversees fifteen Regional Offices, each contributing to its mission in a coordinated manner.

Integration within the Domestic Finance Group:

Functionally, the agency has found its place within the Department’s Domestic Finance Group, standing alongside the Bureau of the Treasury and the Financial and Fiscal Policy Planning Office. 

Operating under the supervision of the Undersecretary of Finance for Domestic Finance, these entities collectively contribute to the realization of national development objectives through coordinated efforts and strategic alignment.

Vision:

“Empower local government units to attain fiscal sustainability through a responsive Bureau of Local Government Finance.”

Mission:

“Bureau of Local Government Finance aims to improve the quality of local government finance through the following:

  • Assist in the formulation and issuance of sound policies on local taxation, revenue administration and public financial management;
  • Conduct effective supervision of and extensive coordination with local treasury and assessment offices;
  • Render timely and efficient assistance to the Secretary of Finance in the processing of appointments, designations, and personnel action of all local treasurers and assistant treasurers;
  • Develop, implement and timely monitor relevant plans and programs on resource management system, collection enforcement and credit financing; and
  • Provide appropriate consultative services and technical assistance on local taxation, real property assessment and other related matters.”

Under Executive Order 127, the Bureau is entrusted with specific functions, ensuring a robust framework for local government revenue administration. 

In accordance with this mandate, the Bureau performs the following roles:

  1. Policy Formulation and Implementation:

Assist in the formulation and implementation of policies related to local government revenue administration and fund management.

  1. Supervision and Coordination:

Exercise administrative, technical supervision, and coordination over the treasury and assessment operations of local governments.

  1. Resource Management Enhancement:

Develop and implement plans and programs aimed at improving the resource management system, collection enforcement mechanisms, and credit utilization schemes at the local levels.

  1. Consultative Services:

Provide consultative services and technical assistance to local governments and the general public on matters concerning local taxation, real property assessment, and related issues.

  1. Line Supervision:

Exercise line supervision over Regional Offices and local treasury and assessment operations.

  1. Task Assignment:

Perform other tasks or functions as assigned by the Secretary of Finance or Undersecretary for Domestic Operations.

Office of the Executive Director:

1. Provide technical advice and assistance to Department officials in formulating and executing policies related to local taxation, real property valuation/assessments, and financial affairs of local governments.

2. Assist in the administrative and technical supervision of local treasury and assessment offices and their operations.

3. Issue directives to local treasury and assessment officials for the enforcement of policies, rules, and regulations.

4. Offer consultative services and technical assistance to local governments and the general public on local taxation, real property assessment, and related matters.

5. Administer DOF components of foreign-assisted projects involving local governments and the Municipal Development Fund established under PD 1914.

6. Administer the internal affairs of the Bureau and exercise direct supervision over its officials and personnel.

7. Review and approve work outputs on the offices, services, and divisions comprising the Bureau, following existing Department Orders.

8. Exercise administrative and technical supervision over the Bureau’s Regional Offices and operations.

9. Represent the Department in Inter-Agency Policy and Technical Committees concerning local governments or local finance matters.
