The Philippines’ Agricultural Training Institute (Filipino: Surian ng Pasanayang Pang-agrikultura, abbreviated as ATI), is an agency of the Philippine government under the Department of Agriculture responsible for training agricultural extension workers and their clientele; conducting multi-level training programs to promote and accelerate rural development; and ensuring that research results are communicated to the farmers through appropriate training and extension activities.
By virtue of Executive Order No. 116, series 1987, the ATI was created to be responsible for the training of all agricultural extension workers and other AF clients; ensure that training address the real needs of the agricultural sector, and that research results are then communicated to the farmers through the appropriate training and extension activities. RA 8435, s. 1997 strengthened the role of ATI as the DA’s extension and training arm and overall manager of the A&F training and extension of the country. Moreover, it expanded the scope of A&F extension to training services, farm and business advisory services, demonstration services and information, education and communication (IEC) support services through tri-media. ATI was mandated to train the agriculture staff of the DA and the extension staff of the LGUs. It now serves as the national policy and coordination agency for the decentralized fisheries modernization system. An agency under the Department of Agriculture (DA) that was established under Executive Order No. 116, the ATI is responsible for training the members of rural-based organizations, agricultural extension workers and their clientele to promote and accelerate rural development. The said agency also conducts research in which the results are communicated to the farmers through appropriate training and extension service towards the attainment of the Food Self-Sufficiency Program of the Philippine Government.
Agricultural Training Institute is the capacity builder, knowledge bank and catalyst of the Philippine Agriculture and Fisheries extension system. The Agricultural Training Institute, as the orchestrator of the National Extension System, ensures harmonized management of agricultural and fishery extension delivery systems in empowering the farmers and fisherfolk for food security, poverty alleviation and social equity for sustainable development.

History of ATI
The ATI was established in 1987. It started with 10 training centers, but by 1989 it had a total of 41 training centers located in various parts of the country. The centers included seven Farmers’ Training Centers, nine Regional Fishermen’s Training Centers, and the International Training Center on Pig Husbandry. In 1998, the Regional Fishermen’s Training Centers were turned over to the Bureau of Fisheries and Aquatic Resources. Also, the Farmers’ Training Centers were renamed as Provincial Training Centers. At present, the ATI has 16 Regional Training Centers at various locations in addition to the International Training Center on Pig Husbandry.
As the extension and training arm of the Department of Agriculture, the ATI performs its mandate as an apex agency for a unified and efficient agriculture and fisheries extension services. The vision of the ATI is leadership excellence in agricultural technology and knowledge management for a more proactive and responsive extension service.
The ATI’s mission is to coordinate diversified agricultural extension delivery systems for the local government sector and other stakeholders to facilitate the flow of information on technology and other services such as fund management, network establishment and systems for standardization and certification of extension providers that can empower the farmers and fisherfolk to become more globally competitive
The goals that guide the ATI in performing its duties are as follows: (i) Improving the quality of knowledge products and services; (ii) Enhancing AFE stakeholders’ capabilities; (iii) Strengthening partnerships in advancing excellence in extension delivery; (iv) Broadening stakeholders’ capacity in climate change adaptation and anticipation; (v) Improving quality of AFE governance
The ATI is headed by a director and assisted by two Deputy Directors. The institution’s technical divisions are Extension Program & Partnerships Division, Extension Innovations & Training Division, and Knowledge Products & Services Division.
The ATI does not directly deliver extension services to the farmers but assists the LGUs in carrying out this function in line with its goals mentioned above.
At present, ATI, being the extension and training arm of the Philippine Department of Agriculture, is geographically situated nationwide to be able to reach its target clientele in the agriculture and fisheries sector. It has 16 regional training centers and one international training center, with its Central Office located at Diliman, Quezon City, Philippines.
