The Optical Media Board (OMB, Filipino: Lupon sa Optical Media), formerly known as the Videogram Regulatory Board (VRB), is a Philippine government agency that is part of the Office of the President of the Philippines, responsible for regulating the production, use and distribution of recording media in the Philippines.
The Optical Media Board (OMB), a national government agency under the direct supervision of the Office of the President, was created pursuant to Republic Act (R.A.) No. 9239 or the Optical Media Act of 2003. R.A. 9239 regulates the mastering, manufacturing, replication, importation and exportation, distribution and sale of optical and magnetic media, and other media storage devices. The law covers the entire territory of the Republic of the Philippines including economic zones as defined both under R.A. Nos. 9239 and 7916.
In line with this mandate as one of the anti-piracy agencies in the Philippines, the OMB performs regulatory functions through the exercise of its enforcement and quasi-judicial powers that facilitate the apprehension and eventual prosecution of violators of R.A. 9239.
The policy of Optical Media Board is to ensure the protection and promotion of intellectual property rights.
