About PCAF

The Philippine Council for Agriculture and Fisheries (PCAF) is a government agency under the Department of Agriculture (DA) of the Philippines. Its primary function is to provide policy recommendations, coordinate research and development activities, and facilitate technology transfer in the agriculture and fisheries sectors of the country.

PCAF was established in 1996 through Republic Act 8435, also known as the Agriculture and Fisheries Modernization Act (AFMA) of 1997. Its mandate is to promote sustainable agriculture and fisheries development by enhancing the productivity and competitiveness of small farmers and fisherfolk through science and technology-based solutions.

The council is composed of representatives from various government agencies, academic and research institutions, non-government organizations, and the private sector. It is headed by a Chairperson and Vice-Chairperson appointed by the President of the Philippines.

PCAF’s functions include the formulation of research and development plans and programs for the agriculture and fisheries sectors, the coordination and monitoring of research and development activities, and the dissemination of research findings to the public. The council also provides technical assistance and training to farmers, fisherfolk, and other stakeholders in the agriculture and fisheries sectors.

In addition to its research and development functions, PCAF also plays a key role in the implementation of various programs and initiatives under the DA, such as the National Agriculture and Fisheries Extension System (NAFES), the Philippine Rural Development Project (PRDP), and the National Aquaculture Development Plan (NADP).

PCAF’s work is critical in ensuring food security and sustainable economic growth in the Philippines. By promoting the adoption of modern technologies and best practices in the agriculture and fisheries sectors, the council helps to improve the productivity and livelihoods of small farmers and fisherfolk, while also contributing to the country’s overall economic development.
