The Philippine Heart Center (PHC) is a Level 4 Government-owned and controlled corporate (GOCC) specialty hospital accredited by the Department of Health and other regulatory agencies.

It is seated in a 2.7-hectare lot at the corner of East Avenue and Matalino Street, Diliman, Quezon City proximate to other Specialty hospitals. It is designed with 4 petals on each floor representing the 4 chambers of the heart (Figure 1). It has a 352- bed capacity specialty hospital and as of August 2014, with the following breakdown: 9 Suites 67 Private rooms, 125 Semi-Private, 27 Pay Wards, 42 Service Ward ( 2 Adult Wards and 2 Children Wards), and 82 Critical Care beds in 5 ICUs. By the first quarter of 2016, out of the hospital’s strategic initiative to expand both pay and service wards, it will have a newly constructed fifth level of the hospital building which will house additional 8 Suites, 26 Private, and 100 additional service beds in the 4th floor of Annex building. With continuous efforts focused on excellence in organizational management, it is the only government hospital compliant with international healthcare standards, having been recognized with a GOLD award by Accreditation Canada International in August 2011, and in the Second Survey in August 2014.

With the start of the office of the Executive Director in 2011 and his Executive Committee, the vision of PHC top leadership to decentralize cardiovascular care then started. The Department of Health “Kalusugan Pangkalahatan” under then secretary Enrique Ona was also formalized and implemented with universal health care system redirection towards special cases. It was therefore part of the mandate to explore the regionalization of health care. This came along with the Performance Governance System initiative of the Philippine Heart Center in 2012 after the Department of Health cascading of the “Kalusugan Pangkalahatan” Roadmap.

History

The Philippine Heart Center was established through Presidential Decree No. 673 issued by president Ferdinand E. Marcos in 1975. The Philippine Heart Center (PHC) has been in existence since its founding in 1975.
 Through a memorandum order no.234-04 from its Executive Director, Dr. Ludgerio  D. Torres dated Aug.20, 2004 the Ethics Committee (EC) was reorganized. It was tasked to act as a super body to formulate policies and guidelines to identify and  solve ethical issues, provide a general education program on ethics for PHC staff
 and make final decision after review of cases submitted to the committee conceiving  professional conduct and practices.

The building is identified with what is referred to as the Marcoses' "edifice complex," defined by architect Gerard Lico as "an obsession and compulsion to build edifices as a hallmark of greatness." The hospital was built using 50% of the national health budget, according to Senator Jose W. Diokno, "while around the country, Filipinos were dying of curable illnesses like TB [tuberculosis], whooping cough, and dysentery."

Its original name was the Philippine Heart Center for Asia and was changed to its current form in 1975. The first patient to be admitted to the PHC was Imelda Francisco, on April 14, 1975.

Cardiovascular specialists including Christiaan Barnard, Denton Cooley, Donald Effler, and Charles Bailey practised there. The first Director of the PHC was Avenilo P. Aventura (1974-1986), a cardiovascular surgeon who performed many pioneering operations in the Philippines including the first successful renal transplantation in 1970, the first CABG in 1972, and developed and implanted the first ASEAN bioprosthesis, the PHCA porcine valve.

In 2014, the Philippine Heart Center was given a Qmentum International Gold Accreditation for August 2014 – 2017 by Accreditation Canada International for "excellence in hospital practices and safety.
