About DAR

The Department of Agrarian Reform (DAR) is a government agency in the Philippines that is responsible for promoting social justice and inclusive growth through the equitable distribution and ownership of agricultural land. It was established in 1971 under Republic Act No. 6389, and since then, it has been at the forefront of implementing land reform policies and programs in the country.

One of the primary objectives of the DAR is to implement the Comprehensive Agrarian Reform Program (CARP), which was enacted into law in 1988 under Republic Act No. 6657. CARP aims to redistribute agricultural land from large landowners to tenant farmers and farmworkers, promote sustainable agricultural development, and provide support services to agrarian reform beneficiaries (ARBs) to ensure their successful transition to land ownership.

To achieve its objectives, the DAR has a wide range of functions and responsibilities, which include land acquisition and distribution, agrarian justice, land tenure improvement, program beneficiaries development, and support services delivery. The agency also works closely with other government agencies, such as the Department of Agriculture and the Department of Environment and Natural Resources, as well as with various stakeholders, including ARBs, farmers’ organizations, civil society groups, and private sector entities.

One of the notable achievements of the DAR is its successful distribution of agricultural land to millions of ARBs since the implementation of CARP. As of December 2020, the agency has distributed over 4.9 million hectares of land to 2.8 million ARBs, which is equivalent to about 76% of the total land acquisition and distribution target of CARP.

Moreover, the DAR has been providing various support services to ARBs to ensure their success as landowners. These services include agrarian production credit, farm-to-market roads, irrigation facilities, post-harvest facilities, and capacity-building programs. The agency also provides legal assistance to ARBs in cases of agrarian disputes, ensuring that their rights are protected and upheld.

In addition, the DAR has been implementing various programs to promote sustainable agricultural development and to address the challenges faced by farmers and ARBs. These programs include the Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS), which provides support services to ARBs to enhance their productivity and income, and the Program Beneficiaries Development (PBD) program, which aims to improve the social and economic well-being of ARBs.

Overall, the DAR plays a crucial role in promoting social justice and inclusive growth in the Philippines through its land reform policies and programs. Its efforts have contributed to reducing poverty and inequality in rural areas and improving the lives of millions of ARBs and their families.
